what software do you use to design your own custom notebook pages?

Microsoft PowerPoint and LibreOffice Impress. I know there are better ways, but I sold my brain on etsy.

I like to use the templates on here https://www.lulu.com/create/notebooks
The book creation template stuff comes with a neat pdf guide. It's aimed at people who want to make books though.

Neat I want to do this now.

personally Id use some vector program. illustrator is the obvious choice for me personally, but from experience I can testify that inkscape is totally fine as well!

powerpoint is a neat idea and will certainly do the trick, but obviously the more dedicated programs offer additional options (that admittedly aren't necessarily a must)

was going to try Scribus, but maybe illustrator will be easier, will report in a few days

I never tried scribus myself, but it looks fine to me!
Illustrator is great because it can do a lot. so it is the best overall *professional* option, most of the time. it is simply difficult to find jobs it fails at. but you wont need all that functionality for each and every project...
in absolutely most cases (and definitely in those that are more experimental/amateurish) every other program will most certainly suffice!
so while I would recommend illustrator to anyone who wants to afford a little luxury in their lives, there is likely no justifiable need to relearn techniques and waste time changing programs than what you already are using, other than curiosity.
