Sunrise mismanaged the project into the ground. They didn't even tell the staff whether it'd be a movie or series until the last moment, which is why tomino created a draft for a series

The production crew was told it was going to be a movie, but Tomino didn't know how to write movies and kept acting like he was still writing a hundred episode show.
Also Tomino was just completely insane and kept alienating everybody in the crew while refusing to even be in the same room as Okawara and Yas despite their tight deadlines and staff constantly fleeing the sinking ship to go work on Stardust Memory.

Tomino doesn't even write the scripts. He only writes the story outlines, which get adapted by the script writers

Also the reason the movie ends on the tagline "this is just the beginning" is because they wanted the movie to be the pilot for a regular multi-cour series. It flopped, so that didn't happen and Tomino loaned off his remaining ideas to the Crossbone guy.

Also I feel it's necessary to state that the "fourth episode first" thing was not an executive mandate, but was done by the production team because they were unwilling to redo their first handful of episodes and just moved the first episode with the Victory in it to the front of the broadcast order. Tomino's bunch were just as concerned about ratings as anyone else.

Idk that sounds like sabotage to me. The series lives off of merch sales. I don't think gundam viewership was ever really that high compared to the really popular contemporaries

Victory's ratings were pretty "just there", I've heard. But Victory being made at all was apparently a pre-condition of the Bandai buyout.
