Almost by definition, people in the more dedicated Pokémon community will always find something to like about every gen despite disagreements, but in gauging the reception of the games among the general gaming audience that make up the bulk of players, critical consensus is really the only way I can see to evaluate it. Many of the people who make BW videos or ragebait critical videos about Gen 8/9 aren't specifically Pokémon creators but more general video creators that dip into Pokémon because it's so familiar to so many people and will always get impressions. The loose consensus that develops out of that discourse does not represent the opinions of dedicated fans nor the majority of the audience for Pokémon, but they are the only real means of judging the general reception history of the games. And it's in that context that I expect Gen 7 will be eventually reevaluated.
