I came across baccano on some recommendations flowchart I found on Google and tried it out since its short. It was nice, surprisingly great dub and decent story considering it only lasts like 5 hours. So I recommended it to a bunch of friends today and to my surprise, the thing doesn't exist on streaming sites like at all. The rights just expired on funimation back in 2016, only second hand blu-rays can be found and no one has even bothered to get it on their streaming service from the looks of it. I torrented it but my friends are Ubernormies so that's not really an option for them. I'm just shocked that such a decent anime is no longer accessible legally. Is this common? I'm new to anime and haven't really watched many so this is a surprise.

I don't really know because I'm old and I pirate everything.Baccano specifically had lots of rights issues from being made for a network that killed their anime programming block which led to divesting their ownership. Now after ping ponging around a bit Sony (Aniplex) has the rights but little motivation to do anything with them because the anime was not popular in Japan (see: the network block going tits up).
