Because they're not all running at the same time, duh. Most of the time threads are waiting for some event, or for some input/output thing to happen (network or files), or sometimes just for some data to arrive from memory (see hyperthreading). Only when your threads are CPU-bound will you notice that only 8 of them will be able to run concurrently.

No matter what i try I cant produce a photo realistic version of my image of kurririn in webui forge. I tried it with loopback script, ADetailer, different models (juggernaut, revanimated, photon) and controlnet in all possible settings. I dont know what I am missing, on youtube tutorials people get amazing results and for me its always far far away from a good result. Does anyone have tipps what i could improve to create photo realistic images from anime pictures? (cfg scale 6, denoising strength 0.3, dpm++ 2m karras, same resolution).

Under 50 watts idle should be doable with E5 v3/v4 Xeons, even bit easier with latter. Of course if you cram in 10 HDD's and couple 100G NIC's then you will be much higher.

If you truly wanna keep pwer bills in check then either DDR4 E3 platforms (v4/v5/v6) or Ryzen are your best bet.
